Dirty Budget

• House passed a six-bill minibus on Thursday and a separate DHS CR through February 8^th, but McConnell announced he would not take up that package since Trump won’t sign it.
• The House will move forward with passing individual appropriations bills on the floor this week (Interior-Environment is likely to be last) but those are unlikely to move to the Senate as well
• During staff negotiations, the White House released a counter proposal over the weekend that included wall funding with more obscure wording (steel over concrete), as well as humanitarian funding and additional funding for detainment.

• Trump plans to address the nation over the border wall fight tonight at 9pm ET from the Oval Office
