This week, the Center for American Progress released a new brief looking at the design flaws of the federal Opportunity Zones (OZ) tax incentive. The OZ incentive was not designed to promote investments in projects that help reduce local
pollution or build future-ready, resilient infrastructure and housing that can withstand more extreme heat, storms, floods, and other climate change effects. Achieving equitable, climate-ready economic development will require a complete rethinking of national
and local frameworks.
