STUDY NOTE: How a CES is designed is key. Technical Memo. Critique of CLEAN Futures Act. A "technology-neutral" standard uses "emissions" numbers. The DEM'S "Clean" Futures Act uses .82 metric tons of CO2-E per Kilowatt Hour, which would allow gas it seems. ENVIROs are pushing for .4 - to exclude gas. The EARTH BILL uses a "technology" approach which clears this up. This is all up in the air. Big Oil is lobbying hard already. So must we!
