Thanks, Jaime - So having given a quick read-through to the 725 pages focusing on whether this bill will actually change the climate equation I would have to say I find it less than adequate. Aside from the massive tax credit/subsidies for the false solution of Carbon Capture and Storage, and over $3B available for more climate change exacerbating logging on public lands, and mandating offshore oil lease sales that would have otherwise expired this year, one section that stuck out to me, but would love confirmation that I am reading this correctly, is it seems to only allow rights of way on federal land for solar and wind, if oil or gas drilling is first approved.  (see below.)

Overall I would say this is a Manchin bill.  We gain almost nothing in the transition to truly clean energy because so much more money is being invested into propping up (CCS) and propagating fossil fuels.  A disappointment to say the least.

(1) the Secretary may not issue a right-of-way

for wind or solar energy development on Federal land unless—


(A) an onshore lease sale has been held

during the 120-day period ending on the date

of the issuance of the right-of-way for wind or

solar energy development; and


(B) the sum total of acres offered for lease

in onshore lease sales during the 1-year period

ending on the date of the issuance of the right

of-way for wind or solar energy development is

not less than the lesser of—


(i) 2,000,000 acres; and

(ii) 50 percent of the acreage for

which expressions of interest have been

submitted for lease sales during that period; ........
