As many of you know, the House Committee on Natural Resources is holding an oversight hearing on the
Council on Environmental Quality’s budget and other “related policy matters.” Chair Brenda Mallory will be testifying and we fully expect the final regulations implementing NEPA, just issued a few weeks ago, to come under withering attack. Recall that the
final regulations were an enormous improvement over the disastrous Trump regulations, which codified climate denial, shielded decisions from public scrutiny, and silenced community voices. The new regulations rightly center climate change and environmental
justice in agency reviews.
