House Floor & Committee Activity

  • The House is technically on recess, but is on notice to assemble when needed if there’s a CR for them to pass.
  • No committee activity is scheduled (at least, not in our issue areas).

 

Senate Floor Activity

  • The Senate convenes at 10 AM Monday, with a noon cloture vote on a version of the CR that lasts until February 8th.
  • What happens after that cloture vote depends on how the vote goes – the shutdown could be over in the next day or two, or it could continue on into the week.

 

Senate Committee Activity

  • On Tuesday at 10 AM the Energy & Natural Resources committee will be holding a hearing on “the Performance of the Electric Power System Under Certain Weather Conditions.”
  • On Wednesday at 10 AM the Commerce committee will be holding a field hearing (at the Washington Convention Center) on “Driving Automotive Innovation and Federal Policies.”
  • On Wednesday at 10:30 AM the Budget committee will be holding an oversight hearing on the Congressional Budget Office.
  • On Thursday at 10 AM the Energy & Natural Resources committee will be holding a field hearing (again at the Washington Convention Center) on “the Opportunities and Challenges facing Vehicle Technologies.”

 

Intel 

  • On Friday the BOEM acting Director said that Zinke's Florida tweet was not a formal action and drilling off the coast of FL was still on the table. Axios is also reporting a rift between Zinke and the White House on his rouge decision to remove Florida. 
    • Important to continue to elevate that this is a radical proposal that attacks all of our shores that is being carried out through a clearly sham process -- make sure Trump is feeling the heat. 
    • Public listening sessions are postponed this week due to the shutdown 
    • Pallone sent a letter from 150 members of Congress asking admin to undo plan 
    • Rubio and Dunn sent a letter from the state congressional delegation to Mattis to make sure drilling doesn't impact military activities off of FL coasts 
  • Despite the shutdown Zinke signed an agreement to do the Izembeck land transfer for King Cove road
    • This is happening in the dark of night during a shutdown 
    • They will need to finalize landswap after the appraisals -- continued opportunities to message. 

 

Shutdown 

 

Intel

  • The Senate will vote on a three week CR and CHIP extension today 
  • A group of moderates worked on an agreement over the weekend that would fund the government until Feb 8 and secure a standalone vote on DACA
  • Still unclear if this will pass 


Agency impacts

EPA

  • EPA is using carry over funds to stay open until 1/26
  • This is counter to precident but not nessecarily illegal
  • Unclear how funds will be moved around and departments will be prioritized - no transparency 
  • There may be an opportunity down the road to learn more and keep the story going 
  • Pruitt canceled his international trip
  • Wash Po editorial


Interior 

  • NPS is open with limited capacity
  • No ranger presence threatening people and places 
  • MOU signed with NY and AZ to keep parks open, not surprising
  • Important to make impacts local and look for visuals to send to reporters (confused visitors, trash cans overflowing)

 

Action: Look for IMPACTS of shutdown

  • Drive people to submit their stories to ourenvironment.org 
  • Look for ways that diminished agency capacity is harming health, safety and recreation
  • Continue to drive key facts and pushback on political motivations of agencies to media 
  • Send key clips to CDP listserve so we can compile and send up to the Hill! 

DACA

Turn up the volume!! Support Dreamers by owning Trump narrative shutdown and weaving together DACA, healthcare and border wall

  • Udall’s office needs some thank you calls if you’re in NM
  • Light up the phones between now and noon ET. Our side is not making enough noise! They need to hear from us ahead of the vote.

B) Principal-level outreach to a few key offices where groups have influence. If you have strong relationships with some of the Senate offices that voted against the CR w/o Dream attached, please reach out and thank them. We also need principal-level calls from state and national leaders to the Members below with the basic message that Dems are winning and need to stick together and vote against the three-week CR or they lose leverage.

Recommendation: We do NOT want to have a shutdown message fight over details of immigration policy. Our main message should be a 10,000 foot broad, political, attack on Republicans then followed later by more specifics, about DACA *and* CHIP, disaster aid and other relevant priorities.
