Apologies for the additional email, but I wanted to make sure to bring attention to one additional Senate hearing this week:
- On
Wednesday at 10 AM (likely after they finish up the Wheeler vote) the Environment and Public Works committee will be holding a hearing on “The Impact of Federal Environmental Regulations and Policies on American Farming and Ranching Communities.”
- We expect this to get into the Clean Water Rule, RCRA, CERCLA, potentially pesticides, and more – a broad airing of grievances against environmental protections.

Subject: Legislative Outlook 2.5 to 2.9.18
The main event – and major unknown – this week is yet another CR or potential government shutdown. I’m afraid I don’t have any sagely wisdom on that front, but I can report on the things that are (somewhat) more reliably happening.
House Floor Activity
- The House convenes Monday at noon, with the usual
collection of suspension bills.
- Note that the list this week does include some lands bills and one on the Western Area Power Administration.
- Tuesday and a portion of Wednesday will feature at least a set of three bills: H.R.
4771 and
1153 in the finance realm; and H.R.
772 in the nutrition realm.
- We should likely see a CR vote on Tuesday or Wednesday, considering the House Democrats are on retreat starting this Wednesday. As of yet, however, no text has been released or announced at Rules.
House Committee Activity
- On
Tuesday at 10 AM the Energy subcommittee of Energy & Commerce will be holding a hearing on “DOE Modernization: Advancing the Economic and National Security Benefits of America’s Nuclear Infrastructure.”
- On
Tuesday at 10 AM the Federal Lands subcommittee of Natural Resources will be holding a legislative hearing on a trio of monuments bills.
- On
Tuesday at 10 AM the Budget committee is holding a hearing on “CBO Oversight: Economic Assumptions, Baseline Construction, Cost Estimating, and Scoring.”
- On
Tuesday at 10 AM the Science committee is holding a hearing on “Examining the IARC Monograph Programme and Glyphosate Review.”
Senate Floor Activity
- The Senate convenes at 3 PM on Monday, with a 5:30 confirmation vote on the nomination of Andrei Iancu for head of the Patent Office.
- There are no other nominations slotted up for consideration after this vote, so it remains unclear what the Senate will be doing for the rest of the week.
- McConnell earlier announced his “intent” to bring up some form of immigration bill for a vote before the 8th, so that is one possible route.
- If and when the House passes some sort of additional CR, the Senate should be taking it up later this week.
Senate Committee Activity
- On
Wednesday at 9:30 AM the Environment & Public Works committee will be holding a vote on the Wheeler nomination for Deputy Administrator at EPA.
- On
Wednesday at 10 AM the Public Lands, Forests, and Mining subcommittee of the Energy & Natural Resources committee will be holding a hearing on a large collection of lands-related bills.
- On
Thursday at 10 AM the Energy & Natural Resources committee will be holding a hearing on Energy Infrastructure; details on this are as yet unclear.
As always, let me know if you have any questions or corrections,
