Trump created this crisis and continues to sabotage bipartisan solutions for Dreamers. Trump tanked two bipartisan deals that received the support of a majority of Senators and that would have protected Dreamers. His opposition to real protections for Dreamers leaves the lives of hundreds of thousands young immigrants in limbo.
Today, most Republican Senators heeded their president's words and voted against bipartisan solutions for Dreamers. Once again, Republican leaders ignored the will of the American people who support a path to citizenship for Dreamers. Playing with the lives of these young Americans is unacceptable.
Trump's radical and racist agenda has no place in America-- the Senate issued a strong rebuke of Trump's plan. The only vote to reach a supermajority of 60 votes was the resounding defeat of Trump’s racist and radical immigration plan (Grassley's bill).
While today the Senate failed to ensure Dreamers a solution, leaders, communities, and voters across America will continue to call on Congress and Trump to do the right thing: pass the Dream Act now. The president must stop sabotaging bipartisanship and Congress must have the courage to lead in good faith and pass a narrow, bipartisan Dream solution.

Please continue to whip AGAINST the two Republican-offered amendments. As for the amendments offered by Dems, we recommend a YES vote on McCain-Coons, which many groups support. There isn’t consensus among groups on the Rounds amendment, and it will be a difficult decision for many to make. Rather than issue a vote rec on Rounds-King (Collins), we have linked to several statements from different organizations for/against the amendment as a resource for organizations currently debating where to land.
We encourage all groups to lend their moral authority and voice to the debate today. A summary of the overarching messaging asks for the day are outlined below. Please see the Message House for additional messaging guidance.
Ensure that President Trump shoulders the blame. Already, Trump/DHS has rejected yet another bipartisan proposal (Rounds/King). It's clear that nothing except a bill that reflects the Trump/Miller White House framework will pass the threshold. Trump and hardliners are not interested in negotiating in good faith.
TOPLINE: Republicans and Trump have rejected every bipartisan bill and compromise. Unless they get serious about a deal, hundreds of thousands of immigrant youth are going to be fired from their jobs and at risk of being deported.

The USA Act is a step in the right direction. Unlike the White House framework, Senators McCain and Coons’ bipartisan bill has a balanced approach that focuses on protecting Dreamers and reasonable border security measures.
Congress needs to focus on a narrow bill, not a nativist immigration overhaul. This bipartisan bill narrows the focus of the legislative debate by pairing the Dream Act with smart border security measures.
The bill embraces the Dream Act, giving Dreamers a path to citizenship, without holding them hostage for an unnecessary wall or cuts to family immigration.
The path forward is clear: Reject the radical and racist White House plan that has served only to destabilize and delay a legislative solution for Dreamers. Both the Senate and the House need to take up a bill that focuses on protecting Dreamers.

Talking Points
The Secure & Succeed Act is not a solution -- just another nativist wish list in exchange for a pretend fix for Dreamers. Senators Grassley and Cornyn and their other hardline colleagues claim their plan would legalize countless Dreamers, yet it has stricter criteria to participate than DACA.
The bill repackages the radical White House immigration framework. Not only does it ramp up deportations and add more rogue ICE and CBP agents, but it also tears up our whole immigration system, eliminating family reunifications and the diversity visa.
The bill is a nonstarter. We need a narrow bipartisan solution that pairs the Dream Act with effective, smart border security measures. Narrow gets it done; massive doesn’t. Congress needs to focus on a bill that can pass in the coming days. A massive bill and a sprawling legislative process based on Trump’s radical agenda is unacceptable and unworkable.

Talking Points
This is a debate about Dreamers. Period. McConnell said that he was going enter into a fair and open process to consider a fix for DACA, and he should stick to that.
This debate isn't about scoring political points. Democrats are open to and supportive of bipartisan amendments. These types of Republican proposals have been voted down in the past because law enforcement tells us that they make their job harder and make communities less safe.
Trump’s own March 5th deadline looms, at which point 1,000 Dreamers will become undocumented each day. Republican need to stop playing games and be honest negotiating partners.
Policies that will penalize cities for prioritizing public safety are irresponsible and will make us less safe. They would force already underfunded police departments to divert their limited resources to do the federal government’s immigration enforcement work—which will undermine their primary mission of ensuring public safety—or risk losing federal support designed to enhance public safety and community welfare.
Local police should focus on public safety and building trust with the communities they serve. Police know that trust and cooperation with all parts of their communities is critical to get people to report crime and help law enforcement identify, arrest, and prosecute dangerous offenders who might otherwise still be on the streets victimizing residents. If people are afraid the police will report them to ICE, they are less likely to report crime.

Plan Dream Act Field Activities for Next Week and March 5th
United We Dream is having office visits today, Thursday the 15th, and needs our help! If you can support by attending office visits with them or can help by recruiting your members or volunteers to participate, please reach out to Diali ASAP (diali.avila1@gmail.com).
Continue driving calls this week: We have to make sure Senators are hearing from us and continue demanding we want a clean and narrow Dream Act, something that won't harm our families and communities, and has reasonable border security and accountability. Here is a toolkit UWD put together to push for calls this week.
Recess (Feb 17th - Feb 23rd): Next week, Members of Congress will be home and we have to bring the heat! Make a plan for recess and attend any town halls members are having, bird-dog them at any fundraising events, galas, dinners, etc., organize visibility actions in-district, submit op-eds, and continue driving calls. If you have any events you would want the DOD campaign to uplift, please send them to Diali. This is the tracker of activities; if you don't see your event listed, make sure you email Diali so she can add them. It is particularly important to target House Republicans (and Senators Heller, Rubio, Cornyn, and Gardner) during recess via visibility events/actions -- any opportunities to be in front of the Member. When Members of Congress go home, make sure they see Dream Act Now everywhere they go. Let's have a powerful recess with our events!
March 5th: Let's use recess to ramp up Dream Act activities and start thinking of escalation opportunities around March 5th. March 5th is Republicans’ self-imposed deadline for delivering a permanent legislative solution for Dreamers, and we need to be working on a strong escalation plan. Please begin to coordinate visibility actions and solidarity events with other partners.
