There are 10 legislative days to fund the government. Republicans have expressed the desire to pass as many minibus packages to avoid a full CR on 9/30. We do expect at least partial CRs to continue
past the election.

Energy and water conferees are meeting today but still seem far from an agreement. There is still contention over riders, especially the Salmon Extinction rider.

Energy and Water conference will be the first test to see if Senators can actually keep poison pill riders out of the final package. If they fail, then we face a much more difficult challenge with
the remaining bills like Interior-Environment.
