Monday, January 25

1:00 pm - 3:00 pm

On-Line Event

Many in the Carbon Capture, Utilization, and Storage (CCUS) community may already be aware that after almost three years, the revised 45Q Tax Credit has been finalized by the Internal Revenue Service and was extended for an additional two years through the FY 2021 Omnibus Appropriations Bill (Omnibus).

What may be less well known is that the almost 5,600-page Omnibus contained many other provisions relating to CCUS.

B.) Climate Crisis & Education Act Lobby Day (January 25):

Monday, January 25

4:00 PM

On-Line Event

The CCAN Action Fund and the Rebuild Maryland Coalition are cohosting a virtual lobby day in support of the Climate Crisis and Education Act (CCEA).

Currently, there is no market accountability for fossil fuel companies who continue to increase their carbon emissions. The CCEA would establish two types of fossil fuel fees, charged at point of entry into Maryland, that include a polluter pays, no-pass through provision. It would also contribute to three separate funds for education, green infrastructure, and household and employer benefits: The Kirwan Fund, The Climate Crisis and Infrastructure Fund, and The Household and Employer Benefit Fund.

The COVID-19 crisis has revealed that now more than ever we need real solutions that address existing inequalities and hold the fossil fuel industry accountable for the damage they inflict. Last session, the CCEA had over 65 co-sponsors in both the Maryland State House and Senate. We have the momentum to truly make meaningful changes this session.

It is time to make polluters pay.

F.) Environmental Regulation & Enforcement in Transition (January 26):

Tuesday, January 26

12:00 noon - 1:00 pm

On-Line Event via Zoom

Environmental and energy law has experienced a significant shift in the last four years as the Trump administration took an aggressive approach to revising existing regulations and reinterpreting environmental statutes. As the Biden administration takes office, it likewise has an ambitious environmental and energy agenda. In order to achieve it, the new administration will have to grapple with the legacy left by the prior administration, work across multiple agencies to achieve its environmental goals, and take a different approach to enforcement than the Trump administration.

Join the Women’s Council on Energy and the Environment for a discussion about what to expect in environmental and energy regulation and enforcement as a new administration takes the reigns. Hear from environmental and energy law experts who have closely tracked and analyzed developments under the Trump administration and policy goals of the incoming Biden administration, have experience enforcing environmental laws at the DOJ and have been in the federal government during prior presidential transitions.

Q.) Taking Stock of Climate Change - Earth, Air, Fire & Water (January 27):

Wednesday, January 27

12:00 p.m. - 1:30 p.m.

On-Line Event

The climate of planet Earth depends on the energy balance between incoming radiation from the Sun and re-radiation from the planet. Greenhouse gases (GHGs) in the atmosphere, like water vapor and carbon dioxide, are crucial in retaining heat: too depleted and the planet cools, once being a `snowball' with glaciation in Death Valley, whereas excessive GHGs lead to very warm periods like the Paleocene-Eocene Thermal Maximum (PETM) about 50 million years ago.

Past climate change was from natural forces, including plate tectonics and volcanism. Life has survived such great changes and thrived in very different global temperatures, but en route huge numbers of species went extinct from climate change, even if long after, different species evolved and adapted to the new environment. Thus, change is the key word: and humanity is now changing the climate by its vast emissions of greenhouse gases, especially from burning fossil fuels.

Noting the Earth's limited available land, atmosphere and water resources shows humanity really can alter the climate, and is doing so in myriad ways. Earth, Air, Fire and Water have been ubiquitous concepts nearly globally from ancient times. Although they are not `elements', all four are `essential ingredients' of life. The talk discusses their roles in climate change, the dangers of precipitating an anthropogenic mass extinction, and actions humanity could take to avoid that.

Featured speakers:

**David F. Hendry, Kt, Co-director of Climate Econometrics; Fellow of Nuffield College, Oxford University

**Dr. Jennifer L. Castle, Official Fellow in Economics at Magdalen College, Oxford; Associate Member of Climate Econometrics, Oxford University

x.) Communities in Transition - The Future of American Energy (February 2):

Tuesday, February 2

10:00 AM

On-Line Event

President Joe Biden is pushing for an ambitious agenda to tackle the climate crisis amid a gridlocked Washington. Biden's signature plan "Build Back Better" includes a $400B investment in clean energy research, setting up a new agency to focus on climate, and separately, imposing tariffs on imports from countries that lack adequate climate change policies as part of his trade agenda. Included in the Build Back Better plan is the idea to develop a "low-carbon manufacturing sector" in each state, which would involve tax credits and subsidies to encourage employers to pursue clean technologies and hire the workers to do so.

Democrats in Congress are also pushing a number of clean energy workforce bills. Supporters of these bills say they could help in creating well-paying jobs and help the country transition to a “clean energy future” that is less dependent on fossil fuels such as oil and natural gas. Critics say the legislation is full of mandates and that it distracts from Covid economic recovery efforts. What are the prospects of these policy proposals from the Biden administration moving forward in Congress, especially in a divided Washington and how would these proposals be implemented in communities transitioning from fossil fuels to clean energy?

Join POLITICO for a virtual deep- dive conversation to explore policy proposals and practices that could be most effective in helping communities with economies that rely on fossil fuels navigate the energy transition.
